Elmbridge Borough Council had proposed allowing HGVs use of the previously restricted streets around the Mill Road site at school times.
But the authority says a large number of concerns means it has withdrawn its current planning application.
Council bosses say a revised application will be submitted in time, on which residents will also be able to give their feedback.
