Cadeleigh Devco, based in Devon, wants to change the office block at the corner of Coombe Road and Chestnut Grove into 71 properties.
The building, which they say has struggled to attract a long-term office occupier, lies on the edge of the Groves Conservation area.
Residents say they are not against new housing, but the proposed development is much larger than what’s already there.
They’ve also voiced concerns that there appears to be no provision for parking.
The developers say they want to submit the plans to Kingston Council in the autumn.
