The plan has been found to be compliant and sound in terms of the Government’s requirements.
The document includes more affordable housing with a rate of 40% for larger sites.
More than 230 buildings will be listed and over 27 parks and open spaces given extra protection from development.
The plan also includes new gypsy and traveller pitches and transport improvements.
However, the planning inspector recommended a change to the plan period from 2037 to 2039.
They also recommended a change in the housing target from 353 new homes per year to 336.
