Former Runnymede and Weybridge MP Philip Hammond served as Secretary of State for Foreign and Commonwealth Affairs.
He was also Chancellor from 2016 to 2019 under Theresa May.
Lord Hammond says nothing should come as a surprise to the government with regards to China.
