The original plan was temporarily paused in March 2023 following a backlash against proposals to redevelop greenbelt land.
But after changes to the greenbelt provision over the last few years, the new document will be put out to residents next month.
It includes proposed changes relating to the historic racecourse boundaries and training zone which are located on greenbelt land.
