The authority is trying to argue the amount of homes it has been asked to build annually down from 653 per year to 263.
Councillors say they are waiting for a letter from the Planning Inspector with her findings from Stage Two before moving forward.
The council says it wants to respect the community’s desire not to build on Green Belt land where possible.
