He was found unresponsive during a cell check in the early hours of Friday morning at the Windmill Road custody suite.
Officers gave first aid before paramedics arrived, but he was pronounced dead at the scene.
He had been arrested in Croydon on Wednesday, and the IOPC is now investigating the circumstances of his death.
