The NHS says delays to planned surgeries can be detrimental to patients and add to waiting list times.
Its launched the Getting It Right First Time campaign, which is a weeklong drive aimed at improving the situation.
The Orthopaedic Centre at Epsom Hospital is the largest hip and knee replacement unit in the UK.
Around 6,300 procedures are carried out there annually.
