Victoria News at Chessington North station wanted to extend its opening hours until 12am on Mondays to Thursdays, 1am on Fridays and Saturdays, and 11pm on Sundays.
However, at a hearing last month the police, public health and environmental health raised concerns that it would allow drunk customers to buy more alcohol and disturb neighbours.
The shop is still allowed to sell alcohol until 11pm on Mondays to Saturdays, and up to 10.30pm on Sundays.
