Former sports coach Kirk Reid received a life sentence in 2009 after being found guilty of 28 attacks on 27 women over a 12-year period.
The attacks were carried out mainly in South London.
A panel’s ruled it wouldn’t be safe to release the 59-year-old or move him to an open prison.
