A report’s warning a two-tier childcare system’s emerging in England that’s “stigmatising” for disadvantaged families with young children.

It’s apparently become “common practice” for some parents to pay extra charges, on top of government-funded hours they’re entitled to.

The study found children who access funded-only places are sometimes kept in separate rooms from those whose families pay more.
