38-year-old Norris Henry was determined responsible for the murder of 20-year-old Ali Abucar Ali, and the attempted murder of a woman in her 80s.
He hasn’t been found guilty of a criminal offence, as he was deemed unfit to plead.
Detective Chief Inspector Brian Howie says it was “unprovoked and completely random”.
