It happened last Tuesday where it was believed that the 50-year-old fell from a bridge onto the A3 before getting hit by at least one car.
The driver was arrested on suspicion of failing to stop at the scene of a collision and bailed pending further enquiries.
Kingston Police are appealing for any witnesses, or any dashcam footage as enquiries continue.
