35 year old Ardit Shehi has been charged and remanded for causing serious injury by dangerous driving without a license.
He was remanded to appear at Staines Magistrates Court this morning, and will appear at Guildford Crown Court next month.
The rider of the motorcycle, a man in his 20s, remains in hospital in a critical condition.
