Officers were called at around 5:20 following a report of a collision between a car and a light goods vehicle.
The driver of the car, a man in his 30s, died at the scene.
A 61-year-old man has been arrested on suspicion of causing death by dangerous driving.
Surrey Police are asking anyone who was in the area between 5am and 5:30am who might have witnessed the incident or have CCTV, dashcam or helmet cam footage to come forward.
