Weybridge Hall has been empty since 2014 and was sold by Elmbridge Borough Council to Equippers Church last November.
Plans would see the hall used primarily for religious gatherings, with space also available for local schools and community groups.
Elmbridge Council’s planning committee is set to decide on the application on Tuesday, with officers recommending approval.
