It covers Cobham Services, Brooklands Industrial Estate and Waterside Drive in Walton due to concerns over planned car meets.
Officers will have powers to disperse groups and seize vehicles, with extra patrols in place during the order.
Police are urging the public to report anti-social or criminal behaviour.
