The council says it is keen to stop “careless and thoughtless” parking that results in pavement obstructions for pedestrians.
It says this is a problem felt most keenly by parents with buggies, wheelchair users and residents with sight impairments.
The council has drawn up a list of 141 locations where these vehicles could be safely stored without affecting pedestrians.
