Officers were called to the London Stone Pub in Church Street at around 1.20 am on Friday.
It is alleged the man activated a crime prevention device which filled the pub with thick fog when it was triggered.
The force said it was surprised to find the man inside asking for help to get out surrounded by smoke.
He has been bailed while inquiries continue.
