21 councillors voted in favour of the motion and 21 voted against it and there were no abstentions.
In accordance with the Council’s Constitution where there is a tie, the Mayor exercised his casting vote.
That resulted in a final vote of 21 in favour and 22 against and Conservative Cllr Richard Biggs remains in post.
There are frustrations with the current administration over multiple issues including the Harlequin Theatre’s ongoing closure.
The authority will be abolished next April when it becomes part of the East Surrey Unitary Authority.
