The leader of the new West Surrey Unitary Authority, Paul Follows, has been voted in at its inaugural meeting.

The Shadow Authority, and its East Surrey counterpart, is made up of councillors who won’t take office until next April.
Until then, they won’t make day-to-day decisions, and their temporary role is to manage the transition to the new devolved council structure.
