Council officers visited Seymour Walk in July last year and reported “serious safety failures” including no continuous pedestrian barriers.
A ramp had also been installed upside down which the authority said made the pavement potentially unsafe for use.
The latest prosecution means Thames Water has been fined four times this year alone by Kensington and Chelsea Council.
