The authority is proposing an increase of 2.99%.
This would take a Band D charge to just over £211 for the next year, up from just over £205.
The council says it is pressing ahead with its plans to save £3.9 million over the next financial year.
It says it will only retain 9% of the council tax contributions, with the rest going to County Council, Surrey Police and parish councils.
