Spelthorne Borough Council is exploring the introduction of a new Public Space Protection Order.
It would address specific antisocial behaviour in designated areas.
Groups of three or more people acting in a “disturbing manner” could also be dispersed from areas for 48 hours under the plans.
Face coverings with the intent to conceal identity would also be prohibited.
If approved, breaching the PSPO could result in a fixed penalty notice or prosecution for those who fail to comply.
