The County Council says the places are specifically for children with additional needs and disabilities.
The money has come from construction projects including Stepgates Community School in Chertsey.
The additional places are part of the Council’s remaining investment of £189million to be made over this year and next.
The county has around 4,500 Special Educational Needs places now.
