The man was detained on suspicion of outraging public indecency after two members of the public at Two Rivers called police.
CCTV and witness accounts led to his arrest a few days later where he admitted the offence and was given the caution.
Inspector, Matt Walton says, “I want to thank those members of the public who quickly reported this”.
