Lisa Townsend held onto her position as Surrey Police and Crime Commissioner, in about the only positive for the Tories in Surrey.
The Lib Dems held onto their seat in Mole Valley, gaining an extra seat and bringing the total up to 31 out of 39 seats.
They also held Woking with 20 seats followed by four for the Conservatives, four for the Independents and two for Labour.
In Runnymede, the Tories lost 7 seats, but the Council still remains without a party in control, despite gains for Labour and Lib Dems.
In Reigate and Banstead, there has also been no majority, with the Tories losing 5 seats and Green the biggest winners.
And in Elmbridge, there remains no majority despite a 4-seat gain from the Lib Dems taking their seats up to 23.
