The council says the move was initiated by feedback from residents fed up with anti-social behaviour like fouling.
People are now only allowed to walk four-dogs-at-a-time and in some open spaces, pets must remain on the lead.
Four people were attacked by a dog in Margravine Cemetery in Hammersmith last month which also prompted the review.
