An investigation’s revealed a postcode lottery of enforcement against so-called ‘cowboy builders’.

Steve Higgs paid his builder to demolish and rebuild his home in Surrey but it hasn’t been done.

The builder didn’t respond to a request for comment.

Services that investigate rogue traders say they’re operating with inadequate resources.
