Officers from Surrey Police and Surrey Fire and Rescue were called to a blaze on Laburnum Road at around 6.10pm.
An 18-year-old woman from Hounslow and a 17-year-old boy from Epsom were later arrested on suspicion of arson with intent to endanger life.
There were no injuries and an investigation into the cause of the fire is ongoing.
