The two homeowners returned home to their property in Merstham in October to find two men in their back garden trying to get inside.
As they confronted them, both got into a car and drove off.
The vehicle was spotted 45 minutes later by officers parked outside a Tesco Express in Epsom.
They boxed it in with the two suspects still inside, but the driver tried to get away by reversing at speed and ramming into the police car.
They were caught on foot after a police chase.
