They propose fees of £27–£30 per passenger, roughly the same as now, falling between what airlines and Heathrow want.

The plan also encourages the airport to improve services, like baggage handling and security, and be more environmentally friendly.

The public and airlines can give feedback before the final rules are set in November 2026, and take effect in 2027.
