Hounslow was commended for staff tackling cruelty, while Croydon Council won a Hero Award for promoting responsible pet ownership.
The awards also highlighted work in housing, stray dog services, and animal licensing.
Officials praised the councils for showing how local partnerships can make a real difference for animals.
