The council has identified four key sites that could be redeveloped.
These are The Ashley Centre and Global House, Hook Road, Town Hall, Hope Lodge and Epsom Clinic, and Depot Road.
The authority is consulting the public on the new draft Masterplan from now until the 22nd of December.
