Speaking at the Airlines 2025 conference, Sean Doyle said: “If you can avoid moving the M25, you should avoid moving the M25.”
The government is considering one proposal from the airport, which would require a new M25 tunnel, and another from the Arora Group.
A decision on which developer should carry out the building of a third runway is expected by the end of the month.
