The figure is the maximum amount allowed before a referendum has to be held.
The authority says its government funding will fall by more than £50m next year under the Fair Funding Review.
The budget proposal will be considered by cabinet on the 27th of January and by full council a week later.
Surrey will be split into two unitary authorities, East and West, next April.
