The development will include two new buildings with retail space, affordable housing, a playground and events space on the riverbank.
The plans also include the removal of parking bays along the embankment in order to prioritise pedestrians and cyclists.
Construction is expected to start early next year, with the scheme aiming to be completed by Mid-2027.
