Tattenham Recycling Centre in The Mound car park is just a stone’s throw away from historic Epsom Downs Racecourse.
But Reigate and Banstead Borough Council says all collection bins will be removed next Thursday, except for the four clothes banks.
Additional car parking spaces will be created instead.
The Council’s cleansing team says it is removing the equivalent of 300 transit vans full of dumped waste from the area annually.
Fines and warnings did not deter people from misusing the site.
It’s estimated around 70% of the waste dumped there is made up of items that cannot be recycled.
