Officers in plain clothes carried out the arrest near to the entrance to the Bentall Centre in Clarence Street last week.
Police had spotted two men walking towards them, who they say, were smoking Cannabis.
They stopped them and carried out a search which is where they found several bags of cannabis and one hunting knife.
