Spelthorne Borough Council had rejected the 61-seat, over-18s venue, arguing it would effectively operate purely as a gambling centre.
However, the inspector said it would boost the town centre and that bingo halls are suitable for high streets, which are changing.
They also found no clear evidence of extra noise or crime, the developer now has three years to carry out the work.
