New rules will govern how many overnight flights are allowed for the three years after October next year when the current “regime” comes to an end.
The consultation also affects Gatwick, Luton and Stansted.
Hundreds of thousands of people live under the Heathrow flight path.
But a similar consultation last year received less than 500 responses.
