The county council has approved its last ever budget ahead of devolution in April next year.
It means people living in a typical Band D property will pay £92.07 extra per year from April.
In October last year, the Secretary of State for Housing, Communities and Local Government, Steve Reed confirmed the introduction of two new unitary authorities for Surrey; East Surrey and West Surrey.
They will replace Surrey County Council and its 11 borough and district councils.
Elections for the new councils will take place this May.
