The council is looking to introduce seven emissions-based bands to replace the flat rate for all vehicles.
The lowest polluting cars, which are electric and hybrid, would come in at the cheapest price of £2.40 and £3 per week.
Disabled Blue Bade permit holders will not be affected by the changes.
