The groups aim to get residents, business owners and councillors working together to tackle issues that are of concern to them.
NACs were piloted in four areas last year; East Elmbridge, Dorking and Villages, Farnham, and North Tandridge.
The county council says it may now expand the scheme to more areas of Surrey later this year.
