The authority says many banks have shut down, leaving people without adequate services and Nationwide the last remaining branch.
Hubs allow customers of all major banks to make cash withdrawals, deposits, and bill payments.
The council has been campaigning for a hub in Leatherhead and Dorking since 2022.
