Around 2,200 people have received long-term support from the council in over the last 24 months with 560 receiving short-term help.
Inspectors praised Merton for meeting needs, supporting carers, and strong, compassionate leadership.
Council Leader Ross Garrod says the rating reflects the dedication of staff, partners, and volunteers.
