The blaze at the Grade II listed building began on Friday night and 80 firefighters fought it for over three hours.
No one was injured and the council says it recognises the impact of the fire on the community around Mitcham Common.
The site hasn’t operated as a pub for over a decade but the council says there were people living in it.
