The Argentina International joined Marcus Rashford, Tyrell Malacia, Antony, and Jadon Sancho in submitting a transfer request last month.
The 21-year-old remains on Todd Boehly’s shortlist despite signing Dortmund’s Jamie Gittens for a £50m deal, a player who plays in a similar role.
Chelsea are also working on signing Xavi Simons from Bundesliga club RB Leipzig.
They can now begin club-to-club negotiations with Manchester United to sign Garnacho.
