The Public Spaces Protection Order will come into force on the 1st of November at Montague Road West car park.
It will allow officers to issue fines for a range of activities including littering, rough sleeping and loitering in the car park.
Anyone found breaching these rules may be issued with a Fixed Penalty Notice, which incurs a maximum penalty of £1,000.
