Green returns to Twickenham after playing a season in France with CA Périgueux Dordogne.
He previously played 11 games for Harlequins in 2023/24, including their Champions Cup quarter-final win.
Head Coach Danny Wilson says Green’s experience and familiarity with the club will help the team this season.
